The index grid for territorial technicians sets the gross monthly salary at each step and each grade. But beyond this table of figures, it serves as a career management tool that few agents fully exploit. Understanding the index differences between grades, identifying strategic advancement thresholds, and anticipating the effects of recent revaluations allows for informed decisions on when to apply for a professional exam or aim for an internal promotion.

Value of the index point and revaluation of 2024: what the grids do not always show

Before reading an index grid, it is essential to check that it incorporates the latest revaluations. The value of the index point is set at 4.92278 euros gross since July 2023. This figure serves as the basis for calculating the salary: increased index multiplied by the value of the point.

Decree No. 2023-519 of June 28, 2023, added 5 increased index points to all steps effective January 1, 2024. This uniform increase has a proportionally more significant effect on the lower and middle steps of the territorial technician grade than on the terminal steps of the first-class principal technician grade.

In practical terms, an agent at the beginning of the grid sees their salary increase by a relatively higher percentage than an agent at the end of their career. Remaining stuck at an intermediate step is therefore not as penalizing as it was before the revaluation, provided one understands where the real gain lies.

Consulting the updated index grid for territorial technicians allows for identifying these discrepancies and avoiding reliance on outdated data, a common trap on sites that have not integrated the 2023 decree.

Index differences between territorial technician grades: comparative table

The employment framework for territorial technicians includes three grades. Transitioning from one grade to another changes the terminal index and, consequently, the maximum salary attainable at the end of a career. The table below summarizes the index thresholds by grade.

Grade Category Minimum increased index (1st step) Maximum increased index (last step)
Territorial Technician B Step 1 (recruitment grade) Terminal step
Principal Technician of 2nd Class B Higher than the minimum of the previous grade Intermediate ceiling
Principal Technician of 1st Class B Higher than the minimum of the previous grade Highest ceiling of the employment framework

The gap between the first step of the technician grade and the last step of the first-class principal technician grade represents several hundred increased index points. In terms of gross monthly salary, the difference between the bottom and the top of the employment framework exceeds a thousand euros.

This observation advocates for a strategy of grade advancement rather than a passive waiting for step advancement based on seniority. Step advancement is automatic, but grade advancement requires meeting specific conditions and sometimes passing a professional exam.

Professional exam and step conditions: a trap related to PPCR reclassification

The PPCR protocol (Professional Pathways, Careers, and Remuneration), applied between 2016 and 2022, restructured the grid by removing certain steps. This overhaul caused index reclassifications that can create a paradoxical situation.

A principal technician of 2nd class who was at the 5th step before reclassification may have been repositioned to the 4th step of the new grid. Access to the professional exam for principal technician of 1st class requires justifying at least one year in the 6th step of the 2nd class principal technician grade. Therefore, reclassification has extended the eligibility period for some agents without revising the regulatory conditions for access to the exam.

Checking one’s current step in the post-PPCR grid and calculating the expected date of reaching the 6th step is a planning step that every 2nd class principal technician should undertake. Departmental management centers publish advancement simulators that incorporate these parameters.

Complementary levers to monitor

  • The New Index Bonus (NBI) adds additional index points for certain specific functions, such as team management or working in priority areas. These points accumulate with the increased index of the grade.
  • The indemnity regime (RIFSEEP) varies from one community to another. Two technicians at the same step may receive very different net salaries depending on their employer’s indemnity policy.
  • Detachment to another employment framework of category B, or even category A (territorial engineer), allows access to a more favorable index grid if the diploma or exam conditions are met.

Internal promotion to category A: when the technician grid reaches its limits

The index ceiling of the employment framework for territorial technicians, even at the first-class principal grade, remains lower than that of a territorial engineer (category A). For an agent who reaches the last steps of the highest grade, salary progression slows significantly.

Internal promotion to the employment framework of territorial engineer then becomes the main lever for advancement. It is subject to seniority conditions within the employment framework and grade, set by decree. Inclusion on the eligibility list depends on the quota of positions opened by each management center, making the process selective.

In contrast, the internal competition for territorial engineer remains accessible without diploma conditions for civil servants with sufficient seniority in the public service. This route bypasses the constraint of the internal promotion quota and provides access to a category A index grid upon confirmation.

The index grid is not just a salary scale. It is a projection tool that allows identifying the moment when a professional exam, a request for NBI, or an internal competition yields the best return in terms of remuneration over the remaining years before retirement. Making these calculations early in one’s career, ideally from the technician grade, changes the trajectory of several tens of thousands of euros accumulated over a full career.
